About Phyllis B. Frank

Phyllis B. Frank, Director of the VCS Community Change Project, works tirelessly against violence against women, racism, heterosexism and all forms of oppression. Phyllis works to change the practice of court mandated offender accountability from a therapeutic model of service to one based in the belief that we must change the social norms that sanction the abuse of women - and listen to the voices of battered women and their advocaes when designing such programs. The batterer program that she began in 1978 has helped shape the NY Model for Batterer Programs.
Phyllis was a founding board member of the Rockland Family Shelter and the NYS Coalition Against Domestic Violence, of which she was also a past president. She developed and continues to produce a national training institute on the NY Model for Batterer Programs. Ms. Frank is nationally known in the field of domestic violence. She has delivered speeches, workshops and trainings for professionals and lay audiences across the United States.
